知识产权保护已然成为全球规则最重要的诸多领域之一,其深入涉及到商业、法律、健康、教育、技术、创新、人类发展、文化、竞争、农业和环境保护等的许多方面。如果要用知识产权规则来解决全球当下面临的两个最紧迫的挑战:不平等和气候变化,那么将知识产权在广义层面作为一种公共政策的工具,而非仅是狭义的法律事务,是至关重要的。
Intellectual property protection has become one of the most important areas of global regulation. It reaches deeply into many aspects of commerce, law, health, education, technology, innovation, human development, culture, competition, agriculture and environmental protection. Thinking about intellectual property broadly as a tool of public policy, rather than as a narrow legal matter, is vital if we seek to tailor intellectual property regulation to address the two most pressing global challenges facing us today: inequality and climate change.

苏珊·塞尔(Susan Sell),澳大利亚国立大学教授、原美国乔治华盛顿大学政治科学与国际关系教授。研究领域包括:国际政治经济、贸易、经济发展、知识产权以及投资,同时关注公共健康的国际保护、食品监管、教育以及气候变化。苏珊教授学术成果颇丰,代表作包括:《私权,公法:知识产权的全球化》(Private power, Public law: the Globalization of Intellectual Property Rights)(剑桥大学出版社,2002年版;该书分别于2007年和2009年被译成中文和韩文版本并出版);苏珊教授与Deborah Avant, Martha Finnemore合编的《Who Govern the Globe?》(剑桥大学出版社,2010年版)一书。2015-2016年,苏珊教授被任命为联合国秘书处公共健康与医疗高级别小组的专家咨询组成员。
Susan’s research interests include international political economy, trade, economic development, intellectual property, and investment. She focuses on the global governance of public health, food sovereignty, education and climate change. She has published a number of books, including Private Power, Public Law: the Globalization of Intellectual Property Rights (Cambridge University Press, 2002); this was translated into and published in Chinese in 2007 and in Korean in 2009. With Deborah Avant and Martha Finnemore she co-edited Who Governs the Globe? (Cambridge University Press, 2010). In 2015-2016 she was appointed to the Expert Advisory Group for the United Nations Secretary General’s High-level Panel on Public Health and Access to Medicines.
