James Bacchus教授曾任WTO上诉机构创始成员及两届主席(1995-2003),任期内主持审理多起早期重要WTO案件,为上诉机构初始运转、推动WTO争端解决机制完善做出重要贡献。在任职上诉机构前,James Bacchus 教授曾担任美国国会议员,期间积极推动中美两国贸易关系正常化,为中美贸易法律框架建立做出了贡献。Bacchus教授著述丰富,代表作有《贸易与自由》与《真理的贸易》,其新著《民主促进可持续发展》(牛津2025待刊)首次提出“中美协同三机制”——产业补贴互审、绿色关税互认、供应链透明度互信,被世界银行列为全球治理创新案例。James Bacchus教授长期倡导可持续治理理念,他提出的“民主化全球治理”路径曾写入G20杭州峰会成果文件。

Biology of Speaker:
Professor James Bacchus served as a founding member and two-term Chairman (1995-2003) of the WTO Appellate Body. During his tenure, he presided over numerous early and significant WTO cases, making crucial contributions to the initial operation of the Appellate Body and the improvement of the WTO dispute settlement mechanism. Before joining the Appellate Body, Professor James Bacchus was a member of the U.S. Congress, where he actively promoted the normalization of trade relations between China and the United States, contributing to the establishment of the legal framework for China-U.S. trade. Professor Bacchus is a prolific author, with notable works including Trade and Freedom and The Truth of Trade. His upcoming book, Democracy for Sustainable Development (to be published by Oxford in 2025), introduces for the first time the "Three Mechanisms for China-U.S. Cooperation"—mutual review of industrial subsidies, mutual recognition of green tariffs, and mutual trust in supply chain transparency—which has been listed by the World Bank as an innovative case in global governance. Professor James Bacchus has long advocated for sustainable governance, and his proposed "democratization of global governance" approach was included in the outcome document of the G20 Hangzhou Summit.
