Dr.Gabison 将会展示他在新技术监管方面的研究，主要聚焦于自动驾驶车辆。首批自动驾驶车辆出现在20世纪90年代，尽管当时它们只是新奇的存在，并在不同研究中心之间引发了一些挑战。然而，到了二十一世纪初的头十年里，自动驾驶车辆已经成为现实。因为不再需要人类来控制车辆，所以它们正在改变我们的驾驶方式。但在缺乏人为控制的情况下，责任问题也随之而来。此次演讲将试图解答关于当前状况的一些问题：自动驾驶车辆是否应该被区别对待？如果是的话，应该如何区分？如果发生事故，谁应该承担责任？是汽车制造商还是“驾驶员”？此外，本次讲座还将展望未来。随着自动驾驶车辆的普及，道路安全可能通过合作而得到改善：我们是否需要对道路进行系统性的改变以适应这种技术？是否需要政府或标准制定组织来标准化它们的通信？
Dr. Gabison will present his work on the regulation of new technologies looking at Automated Vehicles or AVs as they are commonly known. The first automated vehicles came onto the scene in the 1990s; however, they were a curiosity and the source of challenges between research centers. Fast forward to the 2010s, and automated vehicles are a reality. They are changing how we drive because no human needs to control the vehicle. Without control comes questions of responsibility. This presentation will attempt to answer questions about the current situation: should Automated Vehicle be treated differently from existing vehicles? If so, how? If an accident occurs, who should be liable? The car manufacturer or the “driver”? This presentation will also try to look to the future. As automated vehicles become ubiquitous, road safety could improve with cooperation: do we need roads to systemic change to accommodate the technology? do we need governments or a standard setting organization to standardize their communication?

Garry A. Gabison 是伦敦玛丽女王大学商法研究中心的教授。在加入伦敦大学玛丽女王大学之前，Garry曾在欧盟委员会从事创新政策研究，并在亚特兰大佐治亚理工学院讲授经济学和创新政策。他曾主持创新政策研讨会。Garry还曾在巴黎第九大学、圣母大学、纽约大学和耶鲁大学任教，讲授一系列法律和经济学专题。Garry在弗吉尼亚大学获得文学学士和法学博士学位，并在耶鲁大学获得经济学硕士和博士学位。他拥有弗吉尼亚州和哥伦比亚特区的执业律师资格并曾在欧洲和美国的期刊上发表过文章。
Garry A. Gabison is a Reader of Law, Economics & Regulation at the Centre for Commercial Law Studies, Queen Mary University of London. Before joining CCLS, Garry conducted innovation policy research for the European Commission and taught economics and innovation policy at the Georgia Institute of Technology in Atlanta. He taught seminars on Innovation Policy. Garry also taught at Dauphine, Notre Dame, NYU, and Yale – teaching a range of topics in law and in economics. Garry earned his BA and JD from the University of Virginia and his MA, MPhil., and PhD in Economics from Yale University. He is licensed to practice law in Virginia and the District of Columbia. He has published in journals in Europe and in the United States.
